http://www.esa.int/esaCP/SEMDV1T4LZE_Protecting_0.html Under the open-source licensing scheme, ESA's SCOS-2000 software is available to European industry who can offer the product for free in combination with value-added installation, support and maintenance services.

I did not yet find either the license or the software. Or how they restrict it to Europe. --from clare 4 April 2007.
